Ottawa is Springfield on the Rideau
Our 2006 mayoral election explained via The Simpsons

The Ottawa/Springfield Mono/Light Rail"Diamond Joe" Quimby, the only mayor Springfield has ever had since amalgamation with West Springfield and Olde Springfield, has big plans for a mono light rail system.
There comes a time where every mayoral candidate realizes he can't run a campaign on a beer budget.

"Can't run campaign on beer budget"

Precocious progressive Lisa Simpson, Quimby's main challenger, sees flaws in his scheme. Lisa spends months campaigning and demonstrating how she would be a more energetic and inspiring mayor than Quimby.

Homer Simpson, a "man of the people" who conducts meetings in donut shop parking lots, is mounting his second mayoral bid. Despite being considered the "most improved" candidate ever, Simpson abruptly abandons his lifelong dream and endorses Quimby after spending years fighting Quimby policies. Building on this surprising newfound momentum, Quimby immediately proceeds to plummet in the polls.

Mayor O'Burns is pleased.

Mayor O'Burns is pleased. "Excellent."

The inexperienced and out of touch, but wealthy, Mr. Burns wins in a landslide, despite being the last to enter the race and not having much of a platform. Newly elected Mayor Burns hires Smithers to handle issues and policies and whatnot and whatever it is that mayors do exactly.

After the election, Simpson alleges in a sworn affidavit that Mr. Burns attempted to bribe him out of the race by offering cash and a new job. Simpson did quit the race, but got no money and got no job.
